My mother in 2004 drew up a will and also had a "Warranty of Deed/Life Estate " document drew up leaving her home to my brother, now my mother must go to the Nursing Home, does that document protect her home from being taken by the county/government now that she has nothing else to pay for the nursing home with, she is in low poverty status and lives on social security.

Though your mother has life estate rights to the property, she is not the owner. It is your brother who owns the property now. Your mother only has the rights to stay in the property until death. Thus, I don't think that the nursing home will be able to come after the property in order to recover the dues.
