If the Manufactured Home was built after June 15, 1976, and is "real property", your best solution is FHA, or if they're a veteran, VA.
The interest rate for a Manufactured Home in Orange County with an FHA-insured mortgage is 6.5%, and the down payment is 3.5%. For VA it's the same interest rate, but the down payment is 0.

I think is not sitting in a permanent fundation, so I don't think it will qualify, I will have to find the right property.

No worries if it's not "currently" on a HUD-approved permanent foundation. A foundation can be installed, and paid for when the mortgage funds (if the Installer agrees).
I happen to find a company a company that does foundation certification,
