My parents are looking at a 20 year old doublewide home. The home was put on a floating slab, the hitch was removed, but the axles remain. It is on private land (not in a park). The doublewide was expanded with an addition whose foundation meet the current standards for footings. My question is--though the axles remain, the home is permantly affixed to its location due to the addition. Would this home qualify under the HUD requirements?

If the mobile home has a fixed foundation and meets all the required criteria, then it will qualify under HUD requirements and you will be able to get a mobile home loan. However, you should remember that mobile homes which have been built before 1976 do not qualify for mobile home loans as lenders are concerned about the quick depreciation of such properties.

If the home is 20 yrs old then it might had been built during 1980 so it does qualifies for the HUD rules.(considering it has a fixed base and location)
So you will be able to get qualified for the mobile home program.
