Is it legal for an owner to refuse to provide a payment history to the current owners? The person I make my payments to is refusing to give me a letter stating that I am current on my payments. I am trying to buy a house and this is what is preventing my financing.

You mean you're into owner financing and you need the payment receipt from the seller, is it so? are you yet to pay it in full? will you be comfortable paying for another loan? please give me some more details before I can give a concrete suggestion.
As for the question of refusing to provide a payment history, I don't think it's legal. If you're paying for something, you should get a payment receipt after each payment.

it's my parents, they are in a buy owner for a mobile home. The woman who runs it will not give them a payment history because they are looking to buy a house closer and in a better area. There is no mortgage however they do make a payment to her in her company name. The main thing is that once she was aware they wanted to move, she became hostile and uncooperative. Now, the mortgage company for the new home of course wants a payment hx as it does not show on the credit report. So now, they aren't going to be approved after doing all the down payments, inspection, etc.
Pad rental? Can't be much but if their credit history is thin, it's something.

Is it legal? Probably. Even if it is not they can always claim something is owed to them and or that the rent is past due. And then its your word against theirs. This is why when renting from a private party you should keep all the canceled checks so you can prove that you have paid it.
Additionally most banks will not accept a letter from a private party as a proof of rent.
So get those rent checks. If you paid wit cash then you might be stuck.
