We are in the process of buying a short sale property with a VA guarantee. We were required, as a condition of the acceptance of our offer by the current owners, to have an appraisal, which was ordered by our lender as a VA appraisal. We just received a call from an appraiser saying that the Seller's mortgage holder bank is now ordering a second appraisal. Every Q/A I've seen on this topic pertains to the buyer's lender ordering the second appraisal just prior to closing. Why would the current owner's mortgage holder order a second appraisal?

I am also surprised to note that the current owner's mortgage holder has ordered a second appraisal. However, you may allow the second appraisal. I don't think that would be a problem for you.
