George--How are you?

I never heard of Mellas Roos, so, I googled it.

It is a tax that California State Legislature passed in 1992 for Community Facilities Districts to be able to charge in order to fund public improvements.

A special real estate tax can be charged in addition to regular real estate taxes in order to pay the principal and interest on bonds sold to fund the public improvements.

Generally, the tax may not be deducted if the improvement improves property values--like new sidewalks, sewers, etc.

It may be posible to deduct what money was used for maintenance, repais, interest....

In other words, no one but an accountant can tell you for sure.
