How soon after I moved to my new home can I apply for a refi or home equity loan in Texas?

i moved to my new house approximately 2 1/2 months ago. i am trying to refinance it. i have a decent score of 720 but am having difficulty finding a lender.
You will most likely have to wait a minimum of 6 months with some lenders. Others require that you wait even longer.

I want to refi because I want a fixed lower rate and I also want to consolidate debt.
