Right of first refusal to work being taken away from us.

our employer recently informed us that we were to receive layoff notices around Jan 20, 2011. Our work is being turned over to a private contractor. We inquired would we be able to apply for work from the private contractor. We were told they already have a work force. We were also told that President Obama passed a bill that prevented things like this from happening. Is this new bill in effect?
