Mortgage rates and mortgage loan rates are both the same thing. It means the interest rate that is charged on the loan. There is no difference between the two.

Jonathan, you seem to be completely unaware of what mortgages are. As Larry said both mean the same. Call it as you like, mortgage loan rate or mortgage rate. :)

They are same. You can also call it mortgage interest rate or mortgage loan interest rate also. All would mean the same thing.
