I would like to know what the act.91 letter is I did not recieve one and my house is in forclosure. Was I suppose to receive one befor forclosure went into effct?

As far as I know, the Act 91 Notice is given to a borrower when he is past due on his mortgage payments. This notice advises that person to apply for a Homeowners Emergency Assistance Program (HEMAP). For further information on Act 91, check out the following link:

It is your lender who will issue an Act 91 Notice for you. As James has stated correctly, this is a notice given to someone who has defaulted his/her loan payments. The notice advises that person to apply for a Homeowners Emergency Assistance Program.
