i have a question. My friend was behind in his payments. He received the statement of the amount owed to date. He got the payment amount in full, but now they are refusing to accept his payment stating "if you send in the payment we will send it back. We want you to pay our atty fees with your payment. If you dont send this with your payment we will send it back". Can they legally do this? Ive never heard of any co. doing this before.

The lender may return the payment if you don't pay them the full amount. Nevertheless, your friend can request for a payment plan from the lender so that he can pay off the dues in an affordable manner.
