President charging money from association

Hi!

We own a unit in 9 units building.

A lady and her husband own 3 units, which gives them 3 votes in the association. She call herself a President and Manager at the same time, and collecting money, spending money, and paying herself management salary out of condo association fees.

We have numbers of violation of condo association Bylaw as well as The New Jersey Common Interest Property Act because of it. Association is not working at all (no meetings, no letters, no budget, no planning, no financial reports, no information on money she spending).

We have tried to avoid a conflict within a condo association, but our attempts to bring situation to bylaw failed.

Would you suggest any instance that we can ask for help or report on this situation. I suggest it could be qualified as a corruption. Which court to go?
