Our local authority has sent us a large bill for works done to our 4-flat block. apparently, these notices were sent to the previous owner but he didnt disclose this when we bought the property from him. so, now, Council is saying we have to pay it.
If we refuse to pay or sent a lesser amount than what they stipulate, can they put a lien on our property?

Yes, Council can put lien on your home for unpaid dues. If a lien is put on your property, it becomes much easier for the city to collect the fines. However, do you have any documentation to prove that you don't owe this bill? If you have, then you can try disputing this.
