You can sue the contractor for not paying you the dues. However, before suing you can give him a notice stating that he will have to pay the money on a stipulated date or else you would sue him. You can also contact a lawyer and take his opinion in this matter.

elias, you have a couple of options. if the amount owed is small enough, you can use small claims court to sue. entry fees for a suit are small, and you can check with your state's judicial department to get information about small claims.
on the other hand, if the amount is in excess of small claims maximums, you can seek free legal representation from the legal aid society. they may go by a different name now, as "legal aid" has been done away with as an entity.
also, you can probably get a free initial consulation with a lawyer in your area, who would also be able to direct you.
