Deactivate Manufactured home title

in new mexico you can't deactivate your title with out paying the lien off first. this makes it impossible to refinance your property.
but the state is taxing me as permanent structure. here's the rub. the criteria for permanent structure states you have to have a deactivated title.
any help would be appreciated

As far as I know, the Department of Motor Vehicles deactivates the title to a manufactured home when the owner of the manufactured home, requests in writing for the same. The title can be deactivated when it is free and clear of all recorded liens and encumbrances. If you do not meet the required criteria, you won't be able to deactivate the title.
