Got a phone call from a collection agency for a unpaid sears credit card from 12 years ago.they asked for my bank and routing number and want me to pay 250 dollars a month for 12 months.i didnt give my bank information and instead hung up on them.i receive ssi and wondering if they can take that money out every month.also wondering if they could get my bank information on their own

Your social security income cannot be garnished by any lender or creditor. You did the right thing by not providing them with your bank routing number. Moreover, it's quite an old debt and you should check out whether or not the SOL period for that debt is over. If yes, then they cannot take any legal actions against you.
