In February 2010, we did a deed in lieu. we had an agreement with the bank that it be reported as paid in full, and that is how it shows on all 3 credit reports. Since it does not show up on our credit reports, can we get a FHA loan this summer?

If the deed in lieu of foreclosure is not mentioned in your credit report, then you would be able to get an FHA loan. If your credit score had been affected due to this, then it might be difficult for you to qualify for a loan.
