have a 3 month forbearance agreement. will filing a chapter7 after the agreement is completed stop the modification process?

I agree with Sussane here. When you file bankruptcy, the court will order an automatic stay on your debts. The lenders/creditors won't be able to take any action in that case. Thus, it will stop the modification process.
