ca i be sued for the balance on a second mortgage foreclosure if i only receive a retirement check each month. the person i talked to said that they could and would put a lien on my house

The second mortgage lender has the right to sue you in order to recover the deficient balance resulting from the sale of the property. If they get a judgment against you, then they can place a lien on your other assets.

I agree with James. The lender, if he gets a judgment, will be able to put a lien on the property. You will be liable for paying off the lien.
