TO BE FOLLOWED BY THe BANK- regarding needig to take into account all the verifiable bills needing to be paid , when figuring the 31% payment figure.
Bank is telling me they do NOT have to use other bills, only the mortgage.
I haev heard and been told, seen on news, etc, that they hae to to take into account all the bills that need to be paid.
I need to find out where that is written for them to follow so I can go hang them with that or report them to the FTC.

You cannot hang them or report them to anyone, for anything. You are not "entitled" to have your loan modified from your contracted terms. This sense of entitlement is disturbing. A lender can make whatever decision they want to make regarding the modification of your mortgage terms, it's 100% up to them what they decide to do, if anything at all.
