I HAD A LOAN WITH COUNTRYWIDE WHO IS NOW BANK OF AMERICA I RECENTLY HAD AN INCOME DECREASE BY ONE SALARY IN MY HOME AND WOULD LIKE TO MODIFIY HOWEVER BECAUSE I AM NOT BEHIND YET... THEY DO NOT WANT TO HELP ME..... CAN SOMEONE EXPLAIN WHAT A HARDSHIP FOR MODIFY WOULD BE THEN?

Some of the lender including countrywide prefer to first help homeowners who are presently behind on their payments because they are the ones who need help first rather than someone who is having a hardship.
In your case, reduction in income is a valid and acceptable reason for having trouble paying the payments. What you can do is take help of a 3rd party company to see if they can convince your lender to get your loan modified.
It all depends on how you present them your case, hence a law firm might be able to help you out.
