if i have a lien on a house that a person has a debt to me can i get my judgement even if the house has a mortgage??

Yes, you may get a judgment against the person but you should note that the mortgage will be considered as the primary lien on the property. If the property is sold, the mortgage lender will first get his dues satisfied. Then you can go ahead and get your lien satisfied.
