My home was forclosed on in March 2010 and I had a junior Lien applied from the Home Owners Association for $3000 in April 2010. Eventhough I no longer own the home, am I responsible for paying back the $3000?

The homeowners association had placed a lien on your property. If you do not own the property now, then you are not responsible for paying it off. It is the new owner of the property who may have to pay it off.

They keep calling and telling me that even tough the lien was applied after the home was forclosed on that I am still responsible for the unpaid fees. They said because the fees were from when I lived in the home it doesn't matter when the lien was placed. Is that true??

As you did not pay the dues on time, you will be responsible for the unpaid fees. You will have to clear off the unpaid fees in my opinion. If you are unable to pay the unpaid balance, you should inform the lender about this. May be the lender would give you a payment plan to pay off the dues.
