Hi elong,
You can definitely place a lien against the property if its owner owes you money. Depending on the amount of claim you are making, you can place a file a lawsuit in the small claims court. If you win the case, a judgment will be issued in your favor allowing you to place a lien on the property. You can also contact an attorney to help you file the lawsuit.
