Buying mobile home for mother who filed chpt 13 and lost home in tornado

my mother's home was destroyed by a tornado with her in it two weeks ago. by the grace of god, she survived with minor injuries. i was deployed to iraq when this happen and have been sent home on emergency leave to help her out. i spent all of last week trying to take care of the mortgage company and the insurance company. well, after doing some research it appears her finances are a nightmare. she only had insurance on the outside of the house, so the pay off for the mortgage, she will actually owe $2000. and on top of that i found out instead of asking me for help, she filed chapt 13 over 1 year ago, for only $4500. i can't believe this, but she doesn't understand what she did by filing chapter 13. so now she is homeless living in a hotel room and when it's all said and done she will own her land with no home and bad credit. i found a new manufactured home for $40,000. i have really good credit and thought i could get a personal loan to buy the house for her. but my banks only give personal loans for $20000 and they will not finance a mobile home for me because i will not be the primary resident. the banks will help if i am willing to get a second mortgage or use my house as colateral. i can't do that. i want to help her out but i can't put my house up. i plan to retire in 6 years and i dont need that hanging over me or my husband. do you have any idea on what financial institute can help me? or know of anyone that specializes in mobile homes. i would like to buy it for her and make the payments, while she pays me. kind of like a renter would do...thank you for any help.
