How long do you need to own your home to qualify for refinancing or modification of your loan. I have been in my home for one year and recently lost my job.

refinancing terms varies from lender to lender and if you show hardships to your lender surely they may approve your refinancing even at this stage too.
at this moment you need to write a hardship letter to your lender and should be able to convince 'why do you need to refinance your mortgage'.
