mortgage modifcation in 2009 ,but also had a 2nd mort

i had a modification in 2009, but also had a 2nd mortgage that used to be attach through the same bank, bank split off 2nd mortgage and sent it off to another leander causing not only payment on time issures but they were impossable to reach by phone or mail due to being on hold for 40 min at a time every question was not answerable by people who answered the phones, in any event my question , they didn't take the second mortgage into the loan modification , now between it and the insurance companies raising rates by 40% i am struggling again, should they have in some way rolled the 1st and 2nd into a loan modification, and /or can i get a second chance to do that even though i have had one? please help, thanks
