He keeps sending me emails stating that he can get me a $2k loan for only $80 registration fee. Now, I have friends who have done the email payday loans, etc. and their fees were much higher.

In my opinion, the deal looks too good to be true. In such a situation, it won't be a smart move to go with the deal. You've mentioned that your friends had taken out similar kinds of loan. You should contact their creditors in order to get such a loan.
