Heir property, a will assigning all the children (4), an estate was established and an administrator was assigned. Two of the children live on Property and 1 has not paid bills in over 8 months. This isn't the first time this has happen, 3rd time to be exact. What recourse does the bill payer have???

The bill payer can taken legal actions against the person who is not paying the bills on time. However, if the bill payer wants to save the property from any kind of liens, then he/she will be liable for paying the bills on time.

I agree with what James has said. Legal actions can be taken against the defaulter but before that the defaulted amount should be paid off so that the lender does not take any actions against the property.
