I'm on social security less than $1000 a month, my car is paid for, no other assets or income, can the credit card company place a lien on it in the state of tennessee, the car is probably valued at less than $4000 and my checking account?

A credit card company can place a lien on your car or your checking account in order to recover their dues. However, they will not be able to garnish your social security income.
