Unless your bankruptcy filing gets discharged, you won't be able to refinance your mortgage. None of your lenders will be ready to give you a refinance when you're in bankruptcy filing.

You can apply for a dismissal of bankruptcy by contacting your bankruptcy attorney. If your bankruptcy filing gets discharged, then you can apply for refinance provided you have the required equity in your property.

FHA mortgages allow you to refinance as long as you meet several guidelines:
1. You must have completed at least 12 months of the repayment plan
2. All payments must have been made as required and on time
3. The Chapter 13 Plan Administrator must write a letter stating and agreeing that it is ok to refinance.
You do not have to wait until it is discharged.
