I had this railing problem in my home that I rent. I had informed the landlord about the same. But he hasn’t worked on it and it has now broken down and I am at a danger. Can I withhold rent in this case?

Withholding rent won't be a good option. as you are bound by your rental agreement. You should write a formal letter to the landlord asking him to look into the matter. Let him know that it is a health hazard for you so that he takes immediate steps. Send him some photos of the railing.
