i need the opinion in the forum in this matter – won't it be a good option for the bank to do a short refinance instead of going through the foreclosure process and trying to sell off the property? is there a letter out here asking a bank for a short refinance?

It will be the discretion of the lender whether or not he will foreclose the property or consider your request for a short refinance. I don't think there is any separate letter to request for short refinance. You can use a hardship letter for the same.
