Short Sale 2nd HELOC Co-Signer

I have an investment property in which there is a HELOC
with a co-signer. The co- signer on HELOC has file Chapter 11 and has no vested interest in the property.
Currently I am attempting a short sale on the property.
The Lender has declined the Short Sale offer. Stating the the file has not been closed but declined.

Please help advise me as to how to proceed with the Short Sale.

The co-signer may have filed bankruptcy, but it should not affect the short sale in any way. I'm not sure why the lender has declined to allow the short sale. The reason they have given you is not very clear to me. You need to ask the lender why he thinks you do not qualify for the short sale. You can also write them a hardship letter stating the reasons why you desperately need to short sell the property.
