So my uncle bought a foreclosed house and he has been receiving a bill for utilities for over a year now for someone that doesn't exist at that property location. The title company says it's the Seattle Public Utilities error but after calling SPU they say that the prior debt belongs to the property and since it was foreclosed the debt is now under my uncle. But under Washington RCW 60.80 doesn't it state that the escrow company is responsible for the utility before closing on the house? Could someone more knowledgeable about the matter please clarify this for me? Thanks!

As far as I know, the back utilities should be either cleared by the previous owner or the lender who sold off the property. It would have been better if your uncle would have sorted out the matter before he bought the property.

If your uncle is the present owner of the property, then there are high chances that he may have to pay off those back utilities. It will be better if he gets in touch with an attorney and checks out if he can take any other action.
