live in a sub division and land that was supposed to be a park the builder now wants to build two homes on the property. He wants the homeowner to sign a quick claim deed releasing our rights to the property. The homeowners have stated that we will not sign over our rights to the property. Can the builder build on the property anyway and is there anyway to stop the process.

Unless the property has been transferred to the builder, it may not be possible for him to build the homes.
