adding a person to a deed

I need to add my ex husband to the deed of our home which is only in my name. He lives in the home and has to pull some permits to do remodeling. The state is Florida. I am out of state and they tell him that I have to pull the permits as the home owner. I want to add him on the deed so that he can pull the permits himself. They told me that if I had him he has to pay taxes on 1/2 of the balance of the mortgage. If I just quit claim the house to him he has to pay taxes on the full mortgage balance. Is there anyway for me to either add him or put him on by his self without paying taxes or can I just give him a POA to pull permits on my behalf.

In my opinion, it will be better if you can give your ex-husband a power of attorney so that in your absence he will be able to pull off the permits. But you should note that as you give him a POA, he will have equal rights to the property. In my opinion, you should give your ex-husband a Special Power of Attorney which will authorize him to act on your behalf in specific situations only (pull the permits).
