MY MOTHER PASSED AWAY AND THE HOUSE IS UNDER HER NAME AND A LIVING FAMILY MEMBER. CAN WE CHANGE IT WITHOUT HAVING MY MOTHERS CHILDREN SIGN OVER OR CAN THE HOUSE NAME BE CHANGED WITH ONLY THE LIVING FAMILY MEMBER

If the property was owned by your mother and the other family member as a joint tenancy with rights to survivorship, the the other family member will become the owner of the property after your mother's death.
If the property is just owned as joint tenants, then the heirs will be able to claim ownership of your mother's property.
