My sister and I were joint tenants on the mortgage and deed to property. She passed away. There is no spouse, no children and no will. What steps do I take in order to remove her from the deed and mortgate?

As you are the heir to the property, you will have to file an affidavit of heirship at the county recorder's office and transfer the property in your name. You will also have to submit your sister's death certificate at the county recorder's office. As far as the mortgage is concerned, you will have to refinance it in your name.
