my mother is thinking of transferring her house to my name but we both do not want to entail a lot of expense in doing so. What would be the best way in transferring the property in my name without having to pay fees or additional taxes (aside from the property tax?)

If the property is free and clear, your mother can use a warranty deed in order to transfer the property to you.
