My mother quitclaimed her property to myself and my brother. My brother is under water on his mortgage and is going to "walk away". In order to keep the bank from filing a lien against the property my mother quitclaimed to us he wants to quitclaim his interest to his wife Isn't there a time period, like 3 years, before it becomes valid? Also, does he need my permission to change the co-ownership to his wife?

Your brother can quitclaim his share of the property to his wife. I don't think there is any time period to make the property deed valid. He won't need your permission to transfer his share of the property to someone else.
