Can you force a lender to release land

If both parties are in agreement can you force a lender to release the lien on a small amount of property. I need .03 of an acre to build an addition to my home but the lender is requiring tons of paper work and pay 500 and they reserve the right not to release it. We've already had survey work and legal descriptions completed

Once you pay-off all the dues to lender how can he reserve the right not to release the property?

Rather you should ask lender to sign a written documents where it is mentioned that he will release the lien once you pay the money (due amount).
