Welcome curbball,
If the property is in your brother's name and if he is still alive, then you'll have to ask him to sign a quit claim deed and transfer the property in your name. However, if the property is in the name of your deceased parents, then you'll have to file an affidavit of heirship at the local county recorder's office and transfer the property in your name.
