Getting my name on deed tp property

My mother died in August of 2009. Three years proior to her death I moved in with her to take care of her acting as her caretaker. The last year my sister obtained POA and handled her financial affairs while I assumed responsibilty for the house. Six months prior to her death she was placed in a nursing home. I still assumed reponsible for the home. My sister and another located out of state both stated at the time that they had no interest in the home and that it would be mine. The sister with POA also came up with a Will that left us all to inherit the home jointly. As it turn out my mother hasn't paid her property taxes since 2002. My sister made no attempts to pay any of them as POA. Therefore I have been making payments toward them. My quetion is: What are my rights they obviously don't want the house and have left me responsible for the debts. Can I have it Quitclaimed and put in my name if the agree. My sister with POA was also named executor and has not acted on that responsibility. I promised my mother I would keep the house in the family and maintain it. But I'm limited and to the resources that are available to do so since it is not in my name. There is no homeowner insurance either. What are my options at this point?

You have mentioned that there is a will which mentions that you will inherit the property. In such a situation, you will have to probate the will and get the property transferred in your name. You can contact a real estate attorney and he will help you in this matter.
