Before my mother's death she placed my name on an original property deed along with a hand written note for love and appreciation. However; she did not register the deed. Can I register the deed and it be binding ?

Recording of the deed should have been done during the lifetime of the grantor i.e your mother. As she is deceased, I don't think you will be able to record it. In order to get her property now, you will have to file an affidavit of heirship in the county recorder's office.

You can file a valid deed anytime.
