If the parents pass on and leave the home to their children, and one child lives in the home and pays for all of the up keep and maintenance, home insurance, and taxes for the past ten or eleven years; does the home still belong to the other children who have done nothing?

As all the children are heirs to the property, everyone will have equal share in the property. If the child who has taken care of the property wants it in his name, then he will have to ask all the other siblings to transfer the property to him.

Ownership is ownership, regardless of the living arrangements. The desire of the deceased is to spread ownership among the descendants, and there's no way to tamper with that.
