If a property is owned by two people (relatives) and upon death of one owner and you would like the property to go to the surviving owner would a property transfer be a good solution to the problem.

Hi califmimist,
As one of the owners is deceased, a property transfer cannot take place. In this situation, the surviving owner will have to file an affidavit of heirship at the county recorder's office and transfer the property into his/her name.
