I have power of attorney for my aunt who is competent at times but is not competent enough NOR willing to take any action on legal affiars. Can I with my POA make this decision for her and have a Lady Bird Deed drawn up for another relative other than myself without any legal problems?

Depending upon the type of POA you have and the rights that have been assigned in the POA, you can sign on a ladybird deed on your aunt's behalf. I think you should talk to an attorney asap. He's the right person to guide you in this regard.
