MY FRIENDS SISTER PURCHASED A HOME, BUT NEVER TRANSFERRED DEED, CITY WANTS TO FORECLOSE FOR BACK TAXES CAN HE GET THE HOME IF HE PAYS THE TAXES BEFORE FORECLOSURE AND IF SO HOW DOES HE BECOME THE LEGAL OWNER?

your friend will first have to speak to the lender so that they stop the foreclosure. then, your friend needs to pay the taxes as well as the penalties if levied. once everything is clear, then he may ask his sister to quitclaim the property to him. then he can refinance the mortgage.
