My husband and his brother were left a home, but the brother has a lien on the property for debts. If the brother gives my husband a quit claim deed to the property will the property have a clean title?

If the lien has already been placed on the property, then the property transfer will not be able to save the brother. The lien will still remain on the property unless it is paid off.

If the lien is on the property, then whoever owns the property will be liable for paying off the lien.
